Integrating BIM and GIS to move towards CIM: A case study on integration information of building permit and 3D GIS in construction supervision of Hue City
The concept of CIM (City Information Modeling) is promoting information modeling towards smart cities based on the integration of Geographic Information System (GIS) and Building Information Modeling (BIM). According to the Urban Development and Construction Project to 2030, Hue City, after being expanded, will have a total area 5 times larger than the current area and the needs related to construction are very high. Therefore, it is very necessary to have effective data integration for construction supervision in urban areas. Currently, the archived data system is mainly used internally and only for management expertise. To move towards digitization, synchronization, and integration of data, open data regulation and accompanying digital infrastructures are required. This study is based on data provided from 2020 to 2023 with 4 main pieces of information: address, floor area, number of floors, and time of building permit registration. For BIM data, a higher hierarchy of access rights is assumed. For 3D GIS data, the research team built based on the 3D photogrammetry method from Drones with combined Google Earth satellite images. Initial research results have shown the process and warnings in urban construction supervision. In addition, this study also pointed out several additional requirements in the synchronization of coordinate data, information that should be included in the construction permit application for the effective integration of BIM and 3D GIS in urban construction supervision and other applications for the Hue City of the future.
